The White House (yes, that White House on 1600 Pennsylvania Avenue not the whore house down by the red light district) claims Microsoft lacked back-up features that Lotus Notes possessed.
So they had to do a work around causing slow downs needing additional 'expertise' that resulted in resentments and resignations leading to unfinished work forcing them to 'rely on humans' resulting in the situation the White House finds itself in (again, it is that White House on 1600 Pennsylvania Avenue not the whore house down by the red light district.)
