Vista must be really really doing badly for Microsoft to fear low low cost notebooks running Windows XP eating into Vista sales.
XP is going away (maybe...) and it's cost is fully fully amortized from the long long Vista delay so it makes little sense, to me, for Microsoft not to sell non-crippled XP in a low low cost system as loss-leader to keep future users from becoming ingrained Linux users.
Then again, weaning future users from automatically choosing Windows is no bad thing.
Even if it is Microsoft's own doing.
