By latest they meant the last version released during pre-historic era.
It's easy to make anything three times faster when you start with zero speed.
Adobe probably wildly waving its arms about and shouting "Steve! Look! We can make Flash smaller, faster and lighter! Hey! Steve! YOHOOO...!"
