What...? If those dimwits want to spend their own money on fuel running around the city to moon the apathetic citizenry... let them.
Nice idea for the wrong reason.
You ban those damn commercially inspired motorcades because it is a NUISANCE and contributes ABSOLUTELY NOTHING to civic well-being like a proper motorcade or parade should.

Davao City Bike Lane
Some weeks (months?) back a City Councilor voiced his support for bicycle lanes in Davao City.
Yes.
But why only voice support?
Introduce legislation dammit!

On Zoning Issues
A local daily Editorial ragged some City Councilors who were complaining of a large construction.
One Councilor complained that the area has not been re-classified as a commercial zone.
Another raised the issue of infrastructure support.
Third voiced his concern about something I cannot recall.
The Editorial correctly pointed out that these concerns should have been raised before the permit was issued.
Unless... the Councilors were busy on fact finding tour is some foreign tourist spot with no mean of communications. Like camping in Siberia.
Yes yes yes yes... valid issues all but why now?
And I remember that the people and companies behind the construction (another mall, I believe) went before the Davao City's investment board looking for tax breaks and such. And I know that the investment board has to have an approval voted by the City Council.
So why the hue and cry at this stage?
Really, why now?

Motorcades
8:00AM March 04, 2008.
Rush hour traffic is usually bad. Today it was backed-up one intersection and that makes it terrible. Usually, an accident at the intersection ahead would cause it but as I passed that intersection, no accident.
My wife suggested they may have closed the other bridge but I pointed out the traffic from the road linking to the other bridge was light.
As we crawled along my eyes wandering from mirror to mirror I caught sight of a small dump truck I passed just moments. It was full of people sitting on plastic chairs, I thought I caught sight of a couple of men in Barong. Must be a wedding party, I thought. And it stopped just as it got on the bridge with no apparent mechanical trouble. Just stopped. Blocking one of the two lanes increasing the log jam. Another glance and I saw why it stopped, it was waiting for a couple of people to catch up who wanted to hop on.
Damn Stupid. STUPID. STOOPID.
Further on, at the intersection where I turn left I saw the cause of unusually heavy traffic. It was a Motorcade.
A stupid Motorcade during rush hour.
A stupid Motorcade during rush hour on one of the two busiest roadways in the city.
A STOOPID MOTORCADE.
Incidentally, that STOOPID dump truck? Seems it was part of the STOOPID MOTORCADE.
But I tried forgetting that.
Then about 2 PM another motorcade sped past me, by some school fraternity celebrating a non-event.
Yes, it too, caused traffic jam.
But this one was more STOOPID of the two. This one actually delayed a 911 Unit from reaching its destination 10 meters away. The 911 driver could not stop there as it would cause even more traffic and there was just no space.
Because of the traffic.
Caused by the STOOPID MOTORCADE.
Things rather lurched here and there finally allowing the 911 Unit to make a turn and park and reach the distressed person.
Side note: a Motorcycle Cop was there. Motorcycle Cop did not make the effort to help 911 Unit by directing traffic. Motorcycle Cop looked busy trying to find a way to get out of the traffic. Let me tell you where I think the Motorcycle Cop was in a hurry to do: *Smirk* but I cannot without evidence. Motorcycle Cop finally had space and made a U-Turn, speeding away from the scene. In front of many many people.

Duterte vs Nograles
Towards the end of September 2007 a local daily (don't recall which one) headlined a warning by Duterte (the Mayor of Davao City) against Apo View Hotel by way of Nograles (1st District Congressman). What the warning is about is irrelevant, in my opinion. So is the message between the lines, if it exists at all.
In my mind, then, it was nothing but the start of 2010 Mayoralty elections for Davao.
With Duterte laying the groundwork of succession by her daughter, currently the Vice Mayor. Perhaps what went on Duterte's mind is that Nograles (who is serving his last term as a Congressman) will run as Mayor in 2010 against his daughter and will defeat her. Now I do not know what rankles Duterte more: defeat of his heir designate; or Nograles becoming Mayor of Davao. Or both.
This November 2007 Duterte again attacked Nograles. Again, I think the issue presented is irrelevant. What is significant is the continuing demolition job by Duterte. Is it working? *Shrug*

Shoemart On A Rainy Night
I and my, then, 3 1/2-year old daughter did a quick trip to the grocery for some of her milk.
It wasn't quick enough, it was raining when we got to the door. It was somewhere in the heavy drizzle to light shower...
Anyway, there we were trapped in a mall with no umbrella or jacket. I asked the guard where the guy with the umbrella that's there to escort customers to their car with an umbrella. The guard said the umbrella chaperon was probably out in the parking lot with a customer. So I decided to wait it out for the umbrella chaperon. After a few minutes, no umbrella chaperon and I asked the guard who gave the same reply. So I decided to wait out the rain for a few minutes.
A few minutes later, it rained just a little harder.
Then I spied 6 umbrellas hanging by the guard station by the entrance. I asked the guard if I could borrow it and swing by to return it. He was unsure, he asked another guard. Whatever the discussion was I got 'no' for an answer.
He can see the rain, he can see my daughter without a jacket and he can most certainly see a 100-kg, 5' 6" human (me) without a jacket.
"No", he repeated when I pleaded.
Not wanting to risk rain falling harder I draped a towel over my daughters head and made a dash for the car. Good thing too, it rained harder when we got home.
Now, some may ask, why I did not purchase an umbrella? never crossed my penny -pinching mind. Maybe because I was seething with rage.
I do resent being treated like a potential thief by representative of SM Davao. Tell me SM, is the price of an umbrella worth the goodwill lost that night?
Ladies and Gentlemen of the apathetic, naive and trusting public. So called 'security' personnel, uniformed or in civvies, DO NOT KNOW: A) How to spot a bomb, B) How to spot a crook, C) How to spot a customer.

The Traffic Lights, Davao City #4
This system is soooo pedestrian unfriendly.
In more than one intersection I noticed that a part of the crossing is always showing 'do not cross' light. And really, pedestrian have no chance to cross given the layout, timing of lightsand flow of traffic.
Pity the pedestrians.

The Traffic Lights, Davao City #3
So the contractors are at it again.
This time they're painting what could be discribe as 'chicanes' in racing. Allow me a mutilated attempt to describe it.
This starts near the intersection, 2 parallel yellow lines snake from the center to 1/5 or 1/4 into the right lane then curves back into the center, across it and half into the left lane. Got it? Same from the other side of the intersection but starts on the opposite lane. Got that?
No? Just go and see for yourself.
Anyway, this has the effect of NARROWING a 2-lane highway into a tight 2-lane highway. Very tight. AND this happened at an intersection where a section of the banked, curving road VISIBLY narrows, for some reason. So we have: a) a narrow section of a highway; b) traffic markings making the roads even NARROWER on both sides.
This leads me to believe that whoever the IDIOT who recommended doing it this way was, maybe, using only a MAP as a REFERENCE and HAS NOT SEEN THE SITE. On the other hand, this bright bulb (or bulbs) might have surrounded himself (or herself, let's be fair) or themselves with IDIOTS. Pssst... people, I've heard that there are traffic modeling softwares out there where you can experiment these things and not bother REAL people driving REAL cars paying REAL money for expensively REAL gas on REAL roads with REAL traffic and REAL danger of accidents.
Oh, and another thing, the contractor painted some lane markers and such last November and December 2006 have now faded. Shame really since they MANUALLY labored so hard hand painting them with paint rollers.

Davao Doctors Hospital #2
Yesterday, I had an interesting time recording rackets made by drilling on masonry. And bangings. And clangings.
Where? As the title suggests: Davao Doctor's Hospital.
So you're thinking looks like he's leading us to an even more grim angle... Yep!
It was the Maternity Ward of Davao Doctor's Hospital.
There was this lady who, I've heard, is recovering from a D&C. She's feverish and tired, by the looks of her eyes. And this DRILLING and BANGING and CLANGING was happening on the other side of the wall BEHIND her! I was miserable from the noise, I can barely imagine how it is for her. There were two other patients at the other end of the room and one has a child with her.
Sheeesh... I may not know it for a fact, but in all proabability, hospitals make verrrrry little in those wards. But to treat them like that...

I'm pissed off... really pissed off...
I've been circling Davao Doctors Hospital for almost an hour trying to find parking space. Nothing. None. Nada. I mean this hospital pretends to be the pre-eminent in medical care in the Davao City, hence, attracts... just about everyone because of it's reputed pre-eminence. But no parking. Nothing. None. Nada. I had to go home to the disappointment of my elder daughter who wants to see her new sister. I had to go home, she fell asleep while I wandered in circles trying to find parking. HELL! I even tried to find a place to park a block away! No Use!
Well I have bad news for you folks with cars wanting access to Davao City's reputedly pre-eminent medical facilities: NO PARKING!
Repeat: NO PARKING!
Again: NO PARKING!
And again: NO PARKING!
The owners seems to have their head deep in piles of thousand bucks bills... and why should they notice? They have RESERVED parking. I see lot's of construction going on and NOT SINGLE ONE IS FOR PARKING. And for good measure, they probably stuffed every orifice in their body with those thousand smackaroo bills.
Metro Manila may leave a vile and evil aftertaste but parking is available at hospitals. I've been to PGH and Cardinal Santos and was able to park. Yes I had to pay but I was able to park. P-A-R-K.
I couldn't even pay to park in Davao's reputedly pre-eminent hospital.
So. Calling anyone with 5 to 6 billion Pesos burning holes in their pocket: Come and build Davao's first MODERN medical facilty with PARKING. Not a patched up remnants from the Age of Antiquity.
Bah!

Multi-Cab PUJ
I'd like to see the idiots who drive these things get squashed like bugs.
Seems to me, that most of these drivers graduated from driving tricylces since they act like one.
Unfortunately, they continue to act like trcicycle drivers. And why not? The Multi-Cab is just a little bigger than a tricycle, steers better, and has more power too.
Starlight, Star bright, I wish I may see these idiots get quashed by a cement-mixer...

Does not work.
I just wondered if they did a flow analysis on different hours on different season? By 'season' in Davao City that means: January to March, last quarter of the school year and before graudation; April to May, summer vacation; June to November, new school year; and December, Christmas buying binge. Now one might wonder why I base my humble inexpert opinion on when young 'uns can be locked up in school, because... that's what I noticed. Observations made over the years and it make sense to ME.
As to why expensive consultants and contractors failed to notice that fact, or just plain ignored it. Don't know, don't care since it gives me a good excuse to complain about it.
I also have an issue on the appearnace of those posts supporting The Traffic Lights, they look flimsy and cheap.
I also have an issue on how the traffic lights are timed. They weren't. Seems like it was left on default.
I also have an issue as to their placement. Along the stretch of Rizal St. from Legaspi St. to CM Recto St., there's only 2 traffic lights: Rizal corner Crooked Rd (one way towards San Pedro St) and Rizal corner CM Recto. Unfortunately, in my humble experience, the other intersections are just as busy, probably more so since they're 2-way and prone to bottlenecks. Rizal corner Anda St is where PUJs make a left from Rizal to Anda AND often stopping near the corner to embark/disembark passengers causing build-up. Other PUJs cross Anda to Legaspi St to make a left turn there and, of course, build-up also ensues as PUJs also stop near the intersection. THEN there's the taxis, sudden stops, swerving, u-turns in the middle of rush hour to get to a passenger. Also add delivery carts cum bicycles hauling crates of beers, moto-idiots (my #1 peeve, surpassing taxi and jeepney drivers), bicyclists taking up a lot of space...
Now, whoever planned this probably just made a cursory inspection IN THE MIDDLE OF THE NIGHT when there's no TRAFFIC to bother them. Or 'they' just rolled the dice to see which intersection gets the lights.

For those who weren't in Davao during the few days The Traffic Light was turned on, it was chaotic. It seems the contractor: a) did not study Davao's traffic patterns; or b) just did a 'look everyone I'm earning my fat contractor fee' kind of study, or c) looked at the wrong things at the wrong places. Net result was C-H-A-O-S.
The Editorial commented that Davao's drivers must be more disciplined and offered, as evidence, a much less chaotic flow after The Traffic Lights were turned-off (pending 'adjustments').
Wait. This guy either doesn't drive or has a driver. For one thing Davao drivers are definitely NOT as discipline as The Editorial Writer thinks. Or hopes. Jeepney drivers, taxi drivers and tricycle drivers are never disciplined. Period. They only APPEAR to be discipline when those tasked to 'manage traffic' or the LTO mobile team starts pulling over Public Utility Drivers (PUDs) for traffic infractions. Once a back is turned for even a wink of an eye, the PUDs do their worst. Drivers, not owners, of private vehicles are as bad as PUDs when the owner isn't around.
And motorcycles! The dumb fools weave in and out of traffic with their annoying buzzing horns, cutting lanes, running between lanes... it gets so bad that everytiime I see a motorcylce getting hit by a taxi or a jeepney, I AUTOMATICALLY blame the motrocycle. Imagine that! I'm actually defending the damn taxi and jeepney drivers!!!
People. Davao drivers are not disciplined. And I intentionally excluded owners who drive their own vehicles because I (as a owner driving his own vehicle) feel caught in the crossfire between indifferent corrupt government bureucrats and the evil PUDs and motorcycles.
The better traffic flow without The Traffic Lights does not mean drivers are disciplined. it means drivers just reverted to their old habits to get to their destination ASAP.
There's a place for blind optimism but, in my very humble unexpert opinion, this is just a case of being blind.
